Is this a good layout for an MS Paint equivalent?
If not, why?
Does it allow for extensions?

That's pretty much the layout of half the paint programs out there.
You might consider putting the color and palette at the bottom. That way the user doesn't have to mouse over it to access the menu, avoiding potential misclicks.
Then your GUI will look like the other half the paint programs not included in my first statement.

As long as the sidebars on the left can be undocked and minimised (perhaps with a keyboard shortcut to toggle it off/on, very useful IMO) i'm ok with it. Make sure the user can choose which toolsets appear in each element as well.

I assume your UI would work like pic related. Dark blue is a tool selection sidebar, light blue is a config box that changes depending on the tool selected.
To save horizontal real estate I would want options to have that entire sidebar (dark blue) either docked to the edge of the window or free floating, with minimise options for both modes. If minimised, have it pop up when you press a shortcut for a tool (so "b" would open the sidebar with the Bucket tool selected) then disappear after a timeout or toolswitch.
As I say, this is purely to save horizontal space, but I have always found UI's that allow me to do this (and tweak around generally with behaviours) to be much friendlier to use.

You might also consider the utility/necessity of having a palette present. It would then free up the space for your drawing window or some other tools or information. The more casual you want the paint program to be, the more likely you'll probably want it present.
Many programs just show the foreground and background colors and pop up a selection dialog when you click on them.

Image size you can put into the window title bar, since that statistic generally doesn't change.
And what is the target of your paint program? How casual or serious do you want it to be? Are detailed statistics something casual doodlers care about? Try looking up other paint applications and see what they present in their base interfaces.
