So I as far I can tell nothing like this exists, so why doesn't it exist? If you can clone SIM cards, why can't you take a SIM card image and mount it using some smartphone app, so you don't need physical sim cards and you can swap them easier?

a Simcard is actually a micro-computer, so it seems you may actually need to emulate rather than image one.
