If you're on budget:
Skip the ssd, cheapest 7200 rpm with decent cache is all you need.
16 gib is too much unless you're studying to become an engineer.
For average user or almost every other job, hobby - 8 gb is enough.
( Just start with 8 gb upgrade to 16 if needed )
Gaming video card .... biiiig meme, what I suggest is trying to find the best price/value second hand video card you can find if you want to play games - high is enough usually very high and ultra are not experience changing, just more fancy - most of the times I couldn't even tell the difference for most settings from high to ultra.
What I would actually do is skip video card entirely and stick with integrated GPU.
