I'm under the impression that you would need to at least patch the kernel, because there are issues with some of the interfaces and that a lot of them are missing. Then there is userland stuff and I'm not sure would full GNU toolset be enough, because there are really a lot of silly shit that you need to provide.

Post '94 Opensource BSD doesn't count because the lawsuit between ATT and the BSD guys forced BSD to strip ATT proprietary code from BSD. It is why you have FreeBSD/NetBSD today.

No it is not. The kernel is also completely differently configured. For the programming side, the network sockets is using different codes + libraries and achieve the same outcome.
