It has both. Take Calculator for instance, there's the new shitty full screen 4-function calculator and then there's good old calc.exe. There's PC Settings, but there's still Control Panel.

Install Classic Shell's start menu. It's the one program needed to make 8.1 great.

Classic Shell has an option to disable all this. You boot to the desktop and never see anything Metro unless you bring it up by launching a Metro app, bypassing Classic Start Menu with shift, or opening the wifi network list.

It's a wonderful feature on a 7" tablet, but it's sort of a jarring transition on a 27" monitor when it pops up. The tiles are of fairly minimal use and almost every time what you're after is the search feature, occasionally the all apps list. None of that needs a giant fullscreen view.

Also for some reason the search is way laggy on lower spec devices -- same deal with the Win10 start menu. Neither Win7 nor 8.1 or 10 with the Classic Shell start menu have much search lag at all, even on a Pentium 4.

All it does is add a hook to intercept clicks on the start button, and disconnect the thing listening for hot corner clicks and movements. It's not using any exploits to break out of something locked down because there is nothing locked down. It's not doing anything hackier than what stuff like xdotool does in Linux.

The biggest bug I've encountered in it is hurr there isn't much space between the left pane and the shut down button which looks a bit weird. I find the Classic Explorer module a bit quirkier and don't really like its UI changes, so I only install the start menu one.

The difference isn't in appearance and raw speed. CPU speed and FPS on most games is going to be damn near identical as >>53984632 shows -- most of the differences there are about what you'd expect to see between runs of something on the same system. It's how long it takes to load things and how much RAM it uses. You won't see any real difference on a high end system, but 8.1 wins by quite a bit on lower spec systems. Also things like having full USB 3.0 support out of the box, without buggy 3rd party drivers, native ISO mounting, and better SSD and UEFI support.

Here's an elaborate guide to making ANY windows installation great AND free, in the word's both meanings as well:

1. Make sure to back up your important data on an external mass or cloud storage.
2. Download Gentoo.
3. Make a liveCD/USB/VHS/LaserDisc/C-casette or whichever you prefer.
4. Remove all traces of your windows installation, the easiest way to do this is to take your hard drive, pour gasoline on it, set it on fire and throw it from atop a cliff.
5. Get new hard drive, or use your old one if you just formatted it.
6. Boot to your LiveCD/USB/Thunderbolt/FireWire/VGA.
7. Install Gentoo.
8. ...
9. Congratulations, you now have a flawless windows installation.
