I like Windows Photo Viewer, but I wish it supported GIFs.
JPEGView is very nice, but it has one fatal flaw. It doesn't let you step through GIFs.
In Irfanview, you can pause a GIF and go through it frame by frame.

The old 2.x versions are still to this day the fastest and most feature complete image viewers I've seen.
XnView MP comes close but just isn't as fast.
Imagine (Korean version) is also great but missing some features. It's useful for reading archives though, since it supports native archive browsing and Unicode.

I can't recall its name, but there is a great photo viewer that supports gif scrubbing, a billion formats, and all sorts of great things.
The only thing I remember is that the default background of the application, when you don't open an image file, looks like a circuit board.

JPEGView can do that (picrelated). I think Honeyview can do it too.
I found another fatal JPEGView flaw.
Along with not being able to step through GIFs, it can't open PSDs either.
irfanview has 2 major flaws
1. can't change keyboard shortcuts.
2. no right-click menu whatsoever.
