I've got and older dual-core atom board, with an 8400gs, 2gb ddr2 and a 60gb ssd. I want to stream and emulate and maybe play some older pre-2006 games on it. What should I go with. Windows 10, 7, linux?

If its native then windows will likely give you less hassle, 10 or 7, wont matter. Both are botnet now anyways.
Linux should be okay with wine. Playonlinux makes it easier.
Emulation should be fine on either though. Ive never tried it on linux, things like emulator distros exist for the raspberry pi so im assuming emulation is as mature as it is on windows.
Id personally try linux first and see how it goes. Something simple like mint. If its not working out, get windows 10 on there.
