Describe what the system is required to do. List specific tasks and software that are critical for it to run, then list some tasks "that would be nice" to do as a bonus.
What budget? Because, just say how much cash you're ready to spend and might be able to list the top three upgrades that fall in-budget.
Desktop or laptop? If desktop, strongly consider a solid SSD for the OS plus major software and relegate the HDD to storage and applications that don't require SSD. Newegg (for one example) is selling 240 GB ADATA SSDs today on Shell Shocker for $55. Cheap, reliable, more than "fast enough" for people who aren't into pro gaymemeing.

Something is seriously wrong with your RAM timings for that speed. A pair of 8 GB DDR3 sticks at 1833 MHz should look more like 10-11-11-25, or better if performance quality.

How fast is that RAM really? The reading on that program is often inaccurate for RAM clocks. If it's that slow for real then it'll probably bottleneck you harder than most other things.
