Uh... no? If we're talking about tools for someone who has no knowledge about web and is just making his own personal website, you use something like Squarespace.

If you're willing to spend at least a weekend into something a little more powerful, you pick up a CSS framework like Bootstrap or Zurb Foundation.

I'm only suggesting these because Dreamweaver is your starting point. If you want to make real websites you need to know the basic web stack (HTML5+CSS3+JS) and hopefully a backend language (Go is currently the best option regardless of programming proficiency).

You want to learn HTML, CSS and JS, in that order.

As for Go, take a look at this: http://www.golang-book.com/

After you digest those Go books you will be able to pick up the official documentation and do anything you want. Hell, even get in the job market after you make a few projects.

I've recently taken to using Brackets when I'm not using Visual Studio, add a few linters and extensions and it's very versatile.

Yup, still the best. Sublime text doesn't come even close in features out of the box. Even ricing the fuck out of it, you don't get a package as complete.
The only downside is that text hinting bug that drives me nuts. Other than that, best text/web editor.
