For instance, if I decided I wanted to look up Americas favorite Pass-Time (AKA Porn) but I didn't want the guy monitoring the connection in my current living situation to know that's what I was doing, how would I get by? Does Tor fool that kind of thing?

To successfully bypass the routing configuration you'd need to be connected via a VPN that does not keep logs. That way you bypass many enterprise logging software on where you go to. However, the fact that you are using VPN is obvious to said logging software.
Even if you manage that on a work PC consider screen grabbing software installed on work PCs. The area between the monitor and your eyes is totally not private.
Ideally, the way to do it is to use the VPN at home. Encrypt the downloaded files in a secure contained folder.

Yeah, I know I can just go somewhere else. I do window shopping here and there around town, but it's not really what I'm looking for plus we dont really have any good tech shops here.
