This is one of the few times I'd recommend it, but a Pentium G3258 and a cheap h81 motherboard that can OC it. Then just slap in a cheap/decent GPU you picked up used and go to town. Emulators rely on single-threaded performance, so the G3258 is cheap and ideally suited for this task. Anything else and the X4 860k would be better.
