For steam and emulation, either this or a g3258+gpu.

I'd go with the a8 though just because it's cheaper and will be as powerful as a g3258+gtx 740 for half the cost.

This is one of the few times I'd recommend it, but a Pentium G3258 and a cheap h81 motherboard that can OC it. Then just slap in a cheap/decent GPU you picked up used and go to town. Emulators rely on single-threaded performance, so the G3258 is cheap and ideally suited for this task. Anything else and the X4 860k would be better.

It's only like $20 more than an 860k and you get to have a backup GPU. Also you can play vydia on medium 720p settings while you wait to save up for a GPU.
