Apple is the one that can make inter-operability happen. Right now, when Apple devices enroll with an Apple ID, they generate device specific private keys and the public keys are stored on iCloud. Non-Apple devices do not have access to the IDS that holds Apple's iMessage keys, so they can't get the public keys or address of the recipient to send messages.
