From my understanding the gist of the GPL is that for a GPL program you must release the source code of that program or any derivative of that program if asked. Since microsoft are using a compatibility layer to run bash as opposed to making a closed source derivative of bash they should be fine.

I'd just like to interject for moment. What you're refering to as Linux, is in fact, Windows/Linux, or as I've recently taken to calling it, Windows plus Linux. Linux is not an operating system unto itself, but rather another free component of a semi-functioning Windows system made useful by the Windows registry, startup menu and vital system components comprising a full OS as defined by Bill Gates.
Many computer users run an NSA version of the Windows system every day, without realizing it. Through a peculiar turn of events, the version of Windows which is widely used today is often called Windows 10, and many of its users are not aware that it is basically the 9th system, developed by some hired Indian consultants.
There really is a Linux, and few people are actually using it, but it is just a part of the system they use. Linux is the command line: the program in the system where autists use the machine's resources in an inefficient manner. The command line is a quite useless part of an operating system, and completely useless by itself; it can only function in the context of complete autism. Linux is normally used in combination with a gaming PC: the whole system is basically Windows with Linux added, or Windows/Linux. All the so-called Linux distributions are really distributions of Windows/Linux!
