Pretty sure it has happened to non-Windows users as well though. Even if it was a bug in the Windows version it would still be the only client that exhibits that behaviour. It was working perfectly for me until it started stalling completely out of the blue, so just because it doesn't happen to you now doesn't mean it won't ever happen.
Use it while it works, but be prepared to jump ship at a moment's notice. There are a lot of decent alternatives, especially on Linux.

It's stored in~/.config/qBittorrent/so as long as you don't delete that folder or purge the package, it should stay there.

I just looked over the changelog. I saw nothing about correcting the stall issues this client has been facing for years. I'll gladly switch over as soon as the devs fix the problem. But at this rate I would not hold my breath.

You get the STALLED error because trackers are always retarded special snowflakes about which torrent clients they allow onto their networks.
QBittorrent wasn't updated for a long time back in the 2.7 days, then they suddenly jump to 3.0 and 3.1 and 3.2 and those retards behind the scenes can't keep up, and the QBittorrent developers are left handling the flack over something they have literally no control over.
Anyone know why this piece of shit program decides to recheck all my 70+GB torrents every time I restart my computer? It's destroying my hard drive and takes like an hour..
