A Arch database package ( core.db, community.db etc.) is a tar archive inside a tar.xz, with a list of folders, for each package a folder.
Interesting decision making.
What's so terrible about it? It's simple, easy to manipulate via shell scripts, and optimized for small file size. It's also easy to keep an exploded version in version control for easy management.

That's not a tar archive inside a .tar.xz though, that's just WinRAR presenting the archive in a dumb way. It's xz compressed tar only.
