Every time I go over to my mom's for dinner I have to "fix her computer", all I do is run malwarebytes and avg. It doesnt completely fix it, but makes her laptop usable at least, and completely reinstalling or cleaning out the system is just a waste of time since its going to be exactly the same the next week.
Also my brother, holy fuck my brother, he's literally downloading shit 24/7 (like all the time, I dont fucking get it), and always asks to use my computer when he comes over to my house. And every fucking time I see utorrent open with a million uncapped, sketchy downloads (I notice when I go to check my phone and my fucking wifi will hardly work). Its gotten to the point where I just dont let him touch any of my computers or my phone, because he just cant fucking stop all the downloading. My mom even tried to get mad at me for not sharing, and I just said "he's 20 fucking years old, and always wrecks my shit when he uses it, if he wants to use a computer maybe he can just get a fucking job and buy his own".

Being watched is not a binary process, almost all traffic is logged to some degree, and ownership of CP (especially if you were young) doesn't lead to anything significant. Perhaps a low priority watch list, which may check a few packets to see if they contain image data that matches known CP, but that's about it. If they think you're distributing it's a different ball game, and the tracking is more serious.
Speaking more broadly, I'd be much more worried about the severity of tracking associated with having terrorist propaganda (ISIL e-magazines and the like), than having had a bit of CP/illicit material. The data processing facilities held by the US/UK governments are still fairly limited compared to the sheer volume of processable data.
You're also tracked more seriously if you're in possession of important information, or otherwise considered a risk factor. For example, even having corporate sensitive/national sensitive information will result in an elevated degree of tracking (not in any way hidden though, you can just traceroute and see it).

I'd just like to interject for moment. What you're refering to as Linux, is in fact, GNU/Linux, or as I've recently taken to calling it, GNU plus Linux. Linux is not an operating system unto itself, but rather another free component of a fully functioning GNU system made useful by the GNU corelibs, shell utilities and vital system components comprising a full OS as defined by POSIX.

There really is a Linux, and these people are using it, but it is just a part of the system they use.
