There's not an awful lot of difference, if you luck out and don't get a Walmart-tier 'HD ready' display with a 5 second input delay.
Sadly, there's not much of a niche in the market for ~40" displays that a) aren't TVs, b) don't come with smartTV cancer and c) are affordable

No. Get a nice IPS monitor. Most TVs are unusable for desktop use, especially gayming because of very high input lag. They also have low ppi, especially if it's a 1080p TV which is not good because you generally sit fairly close to your TV/monitor.
If you're a poorfag, use a TV, but if you can afford a decent monitor definitely get one.
