Alright, I'm a casual and an idiot cuz I use windows, i get it.
How do I get rid of this shit?
I installed GWX Control Panel and deleted all Windows 10 related files and disabled anything Windows 10 related.
I still get accosted by this obnoxious pop-up insisting that I schedule an update.

You are beyond help.
Microsoft are actively patching against the counter measures people take.
The only option is to turn all updates off and check everytime you boot the machine the updates are still off. Some people have found windows turning them back on although that doesn't appear common.
You need to go a lot deeper to keep that shit out for good
