Tower coolers in general have been quietly keeping my computers at 40c since I first installed them. Clearly you weren't around before their widespread adoption, when your options were a high RPM orb cooler or a finicky water cooled setup.

The coolermaster hyper 212 evo is just a reliable mid-cost example of tower coolers. You can go cheaper and get lower results, or go more expensive and get better results. I like the Scythe ninja but it costs almost twice as much.

Closed loop coolers often perform the same or worse for the money as a tower cooler, they are often louder and they take up more room inside the case. If you're going to use liquid cooling use a custom loop.

This, or use the rear fan mount that's usually used for exhaust as intake.

They're usually much quieter, provide similar airflow and produce more static pressure. If you have a case that restricts airflow or you're mounting the fan on a radiator Noctua fans are definitely worth it (though for a radiator I would recommend gentle typhoons), but for a simple intake/exhaust fan it's up to you if the noise reduction is worth the cost.
