It's still mostly true. If you play games you want to put more money into your graphics card, and less into CPU. AMD has good price/ performance ratio in the mid-low CPU range.
If you're going to be doing work you might as well fork out for a good intel CPU. though this depends on what you do, 95% of tasks can be done on a 15 year old intel core duo. even photoshop uses graphics cards now.
