Just bought a new Android phone today, and I'm looking to make sure I get the most out of my phone when it comes to making sure that my data is protected. What applications do you use and recommend to cover your phone in tin foil.

Install CM, don't flash gapps, get F-droid, get init.d support, install security enhancing init.d scripts (xda-developers will help you), install firewall (AF-Wall+ is probably the best). After all you can also encrypt it. Would be great if you change the encryption password (you can find apps for that on F-droid). Yeah, and even just CM is pretty bloated. So there's a lot of stuff you could uninstall, which I recommend.
Oh, forgot one of the most important things. Get Xposed framework and install Xprivacy module for managing apps permissions, feeding them with fake geoip data and many other features. That's really a core element.

I don't thinks so. Check out IMSI-catchers (also called stingrays). Basically those are fake cellular towers to which your phone connects. Since they all are government established, the government can easily listen to your calls, read SMS, implement various Man-In-The-Middle attacks, keep track of your location in real time, and etc. Turning off your phone wouldn't help. Turning on airplane mode wouldn't either. As long as your sim card inside, the towers still can send commands to your phone.
