How do I stream over the internet if my PC is turned off? Or what do I do if the lockscreen comes up?
Seen a guide which involved Steam's in-house streaming, but it was very detailed.

Well you could try sending a magic packet

You want to use "in home streaming" to connect devices on different networks miles away? You would need to VPN the two locations to the same network - only way to use steam. Latency will be pretty bad tho... Its already questionable over a local network when devices are side by side.

1. Set up a VPN server on the PC that will be hosting
2. Set up a VPN client on the other PC
3. Connect the client to the server
4. Launch Steam

Its literally 5 ms if you connect both devices to the router by ethernet

It really depends on the game. I'd never want to play TF2 or CS:GO even locally streaming, but for something turn-based or point-and-click it'd be fine.
