Why linux sucks at memory management?

It has the worst memory management in history!
I can't smoothly work with some things dumped to disk.

My laptop used to have 8 gigabytes of RAM. Windows constantly gave me out-of-memeory errors. Linux ran like a charm.

I very recently upgraded to 12 gigabytes of ram.
Guess what? My old pal out-of-memory dropped by uninvited and asked for more. The best kind of pal.

Linux? Still running fine. Better, in fact.

It looks like you are running kde, try to open the "memory information" tool.
It is a graphical frontend to free
~$ free -h
total used free shared buff/cache available
Mem: 3.8G 1.6G 148M 85M 2.1G 2.0G

As you can see, I use about all my memory, but only 2.1gb is used for applications.
I don't have swap installed because I don't really need to (got 2gb left)
You could change your settings if you don't like it.

I always reserve some swap mostly out of habit I guess. The way some talk here, it's about pointless these days with 4GB+ RAM, but I like to know that I have that little bit of overflow if it ever comes up that I need it.

For your use case, it might be a good idea depending on what RAM you have and how much you're going to tax it.

Well, it's complicated because I'm not entirely sure about which exact amount of RAM should I give that virtual machine, which OS to use (Win7, 8.1 or 10). I guess 4gb would be overkill for that VM alone, but then again I don't think I could easily take those other 4 on linux, I'm not the kind of person to multitask a lot and if I use a web browser, there won't be more than 6 tabs at a time.

If you install a 64bit distro basically everything that you interact with will be 64bit on Linux. With 64bit the only way to go out of memory is to physically run out of memory(including swap space). With windows a lot of software is still 32bit and you can go out of memory just by hitting the virtual limit(somewhere between 2-4GB depending on hardware). Even if you have more memory it can't be utilized all at once by a 32bit application.

Nah, I've got a couple programs with memory leaks, so I just keep a 120 gig swap partition with respect to my 16 gigs ram.

Got one of those 40 dollar cheap 120 gig ssds to dedicate for it, because hdd swap is slow as shit, and I don't want my main ssd to die faster.

In the ol'days when ram was expensive and limited by speed/motherboard, swap was necesary cause RAM overflows, then was pointless with more GB in ram cause speed is lower in hdd r/w,
so, you need swap partition only if:

You can also use a swapfile (as windows I guess) and tell linux how to thread it when reboots
