Can someone tell me why the fuck I only get artifacts in half

Can someone tell me why the fuck I only get artifacts in half of my games and only in Win10 in 1080p. Everything runs perfect in Win7 every time I revert back to it. Doesn't matter how low I turn the settings in 1920x1080, different models keep flickering.

Not OCing and the drivers I'm using are from here http://support.amd.com/en-us/download/desktop?os=Windows%2010%20-%2064

I tried both Crimson Edition 15.12 and it didnt work so I used DDU and removed everything, then tried the Crimson Edition 16.3.1 Hotfix by itself and still wasn't fixed.

I'm not sure if it's over importance but when I run driver verifier, these pop up. I removed them before but nothing changed.

Did you go throught the upgrade process or did you clean install windows 10?

I had numerous issues with my 980ti when upgrading, issues that were all fix with a clean install.
