Different use case. Budget coolers are for people who want more thermal headroom for a slight overclock, or to have less noise than the stock cooler. Noctua coolers are for heavy overclocks and/or silence.

i have a 4690k at 4.5ghz with a 212 and it never goes above 50c. i cant even hear the fan spinning either, my case fans are really quiet but are still louder than the cpu cooler fan. intel chips dont get that hot in general so a budget cooler would be fine for even high overclocks.
