I like the idea of splitting off drivers into userspace for reliability and to avoid restrictive licensing but there's not really a reason to split everything else off from what I can see. It's mostly just pointless wanking.

Hot-swap/Reset feature in PCIE have nothing to do with micro or monolithic kernel.
In case of Linux, hot-swap works but X11 won't support such feature.

Wayland is basically all the useful components of X and nothing else. It's not a refactoring exactly but it's probably equivalent to what X would be like if it was stripped of the garbage. Mir will probably just turn into X and then get abandoned by canonical because it's redundant anyway.

Wayland has only been public for like 4 years and it hasn't been stable for all of that. Intel and open radeon/amdgpu support it, GNOME3 has a nearly complete port to it, KDE5 is in the middle of porting, MATE and cinnamon will probably get a port sometime after GNOME3. Nvidia support is completely up to Nvidia so don't try to hold that against wayland.
