Would it be a bad idea to purchase a rig with a graphics card now, knowing that the next AMD gen (r9 4xx) is coming out in Q2/Q3 and that the next Nvidia gen is coming out certainly soon after?

That depends on what you want to buy and how long you want to wait. I got a GTX 560 for 115 CAD in 2013.
Prices WILL drop on new hardware and you WILL see people selling last's generation stuff as they buy the new cards. This generation is a special one, too, because there's a big incentive to upgrade in DX12. It's not like the past few generations where there were incremental performance gains-- this time there are entirely new feature sets to be had from an upgrade, so we're going to see many more people upgrading and fewer people buying DX11 cards.
I promise that waiting 'til summer will get you a better deal. But if you need something now, then there are still pretty decent options.
