I want a new GPU. Should I upgrade now, or wait for the next generation of cards?

I'm looking at selling off my 7970 and buying a 970 at the moment. I know it's a 3.5GB meme card, but it seems like the best card in my price range right now.

The 7970 is still a powerful card, and the 970, while an improvement will not be a large enough improvement to bother. If you were upgrading to say, a 980Ti then it would be.
But money isn't free so I understand.

7970 is still pretty decent.
Have you thought of picking one up used for crossfire? if you're looking to throw money away it's probably the cheapest option and most powerful upgrade.

I would avoid the 970 personally because 3.5GB, 1.75MB, 224+32bit, and the ROPs. It's a decent card but the lies behind it make it feel not worth the buy.

If you don't mind waiting though next gen is around the corner.

AMD is winning this gen because Nvidia didn't bank on DX12/Vulkan at all. My $300 card will be beating their $500 cards for quite some time.

At this point in the cycle, new stuff is right around the corner. I don't believe in waiting arbitrarily for the next best thing because the next generation will always be better and you'll always be waiting to upgrade. You should upgrade when you need to, regardless of waiting, unless something is really close to releasing. So, in this case, I would at least wait for the next generation to either a) buy the new card for the same price or b) buy the old card that you would have purchased for a reduced price. Your card should be good enough to hold you over until then.

In general, a 980 is going to be faster in DX11 and a 980Ti significantly faster. So for 90% of the games out NOW, Nvidia might be a better choice. Just not the 970.

The 390 is going to age better than the 980 and maybe the 980Ti but considering he's willing to wait and new tech is coming up soon, he's better off waiting.

Bought it 3 or 4 years ago (my first pc build) and it still works fine but I'm planning to play dark souls 3 and the division
I can still play most stuff on ultra except witcher 3 (high)

Should I upgrade to something like 390

You should most definitely wait it out, these new cards are a bigger jump in performance than any best case gain example from the HD7xxx/GTX6xx series to current.

If anything it will massively drop the prices of everything on the market today. AMD is saying 980/390X level performance at a goal price of ~$250
