you can just import/export your contacts if you feel like you don't need the cloud syncing.
you are probably switching from an iphone or something? had a bunch of trouble importing from one to an android.
My friends mom was synced on my note 4 when I signed into it. Hadn't used an Android phone in 3 years prior.

This is a huge pain point for me. Syncing contacts and text messages is impossibly difficult on Android.
Still, I'd rather use Android than ios, so I guess I'm stuck.
OK nm. I had to click import from SIM in the settings, then that's when all the contacts got synced to the botnet.
