I'm looking into upgrading to 32GB of ram. Do you think it's acceptable to settle for a CAS 11 if I'm going to run at 2133mhz?

Don't get it unless you need it. Keep in mind if you're overclocking your CPU then maxing out your RAM capacity at higher speeds can mess with stability.

I'd setup a 16GB RAMdisk if I was you. use it as a cache for an NVME SSD and you will achieve warp speed
I have 32gb of ram on my desktop. I've literally never used it all. The closest I've come was ~17gb doing some machine learning stuff.
