The 6600k doesn't overclock as well as the 6700k ad it's $125 cheaper, not $150. Also, 30% better multithreaded performance is worth $125 in my opinion.

Not everyone lives near microcenter or in the US. Where I live not only is the 5820k more expensive, the cheapest 2011 motherboard is $300. It also uses double the power.

Nope. The "20" lanes from the chipset share 4 lanes of bandwidth across the DMI bus. Haswell-E has the exact same thing, except there you get 8 lanes via the DMI, added on to the 28-40 provided by the CPU. The actual total for both is 20 for Skylake and 36-48 for Haswell-E depending on your CPU.

The 20 auxiliary lanes from the Z170 chipset are in addition to the 16 primary lanes provided by the CPU. The x16 slots are generally wired to the CPU's primary lanes, which can be configured as x16, x8/x8, or x8/x4/x4.

x1 and x4 slots are typically wired to the motherboard chipset, they use a separate set of lanes from the primary PCIe slots, and do not interfere with the 16 primary lanes used by the x16 slots.

It's up to the motherboard manufacturer to decide how to use the lanes. Many x99 boards only have a few sata ports, that really sealed the deal when I was looking around.
