Anyway, "Scratch" is a programming language recommended to kids who are beginning to learn programming. After he does that and if he can do that well, I'd recommend HTML or HTML 5.

Don't think it's likely to be a good idea. He should probably be doing design or scripting for something rather than actual programming. It's much more visually rewarding because to enjoy programming most things you need to have the realization of what the possibilities are now that that thing is done.
