He has some really cool ideas such as inline graphics and the file system. His Holy C language is interesting too. The OS itself uses quite old and by today's standards basic technologies. There is no hardware acceleration etc as God didn't want that apparently. Pretty much the only reason the system is responsive is because of how powerful machines are these days. Remember his OS can only run in a VM due to the insecure ways he deals with memory and device access. All very 90s ways of doing things on old Pentium CPUs.
He is no doubt very very good at what he does though and I do not doubt he could be an amazing programmer of modern systems if God wanted him to be.

TempleOS is neat. Crazy in its totally different approach to everything else, charmingly retrofuturistic and reminiscent of the 80s microcomputers in a good way, but definitely neat. It has a few really nice ideas in it; albeit ideas that probably wouldn't fit anywhere near as neatly in anything else.
Face it: you don't just sit down and write an entire operating system, including the language it's written in, including that language's compiler.
Unless of course you're Terry A. Davis. He's done it, the absolute madman.
Of course, that's exactly the thing. You've got to wonder about his quality of life; his family; his friends; what else he has. That's a huge pity, a real shame. You might think of it as a waste, but would it even be the same without that kind of passion behind it?
It is an almost unfathomable amount of work. It probably takes that level of mission-from-God unbending determination to be able to accomplish a task of that magnitude. A normal person would not; could not have done it. You pretty much have to be a little insane to even try.
So yeah. It's sad, but it's also kind of beautiful. Admiration for what he's accomplished; amusement for some of the shit he says that you really only get away with if you have a condition like that; sadness for whatever else is in his life.
