XP started a cancerous trend of pandering to consumers and conditioning them to expect a major UI revamp of the operating system every three years, even if the resultant revamp was half-assed or otherwise poorly designed
Hopefully the minimal trend introduced with 8 and 10 will linger long enough to mature, and then maybe we can finally put Win2k behind us as the poster child for the apex of Windows UI design.
