My memory usage with nothing running is ~25%; ~45% with some stuff running, ~75-85% when gayming. Only a single "nearly out of RAM" warning ever.

With DDR4 prices falling as of late, it makes me want to get 32GB for a near-future build, I do all sorts of heavy processing but have a feeling 16GB might be enough.

anon, the page file is usually set equal to your total RAM + 300MB, increasing your system RAM will thus increase your page file proportionally.

You could disable paging, but it's actually an important function in any OS, and will reduce system stability if you do disable it. The ideal case is simply to have a separate scratch disk for your page and hibernation files; many productivity programs let you assign scratch disks too.

I know, this is simply the Windows default allocation, although it may vary. It was probably a good idea to set a bigger allocation in ye olde days when you ran out of RAM all the fucking time, but computers rarely will now.

Just because it's there doesn't mean it is doing anything. Usually the page just sits as an empty partition waiting to accept data if you run out of memory, but even my 8GB system rarely pages data when working with various programs and big documents in Photoshop. I'd say leave it just in case, disabling hibernation is safer and also frees up your RAM's worth of space on disk.

The point of a generous swap allocation is that you can swap out all low-demand memory pages and use the freed memory for disk cache.

You hit the nail on the head, Skylake is the only recent CPU architecture that benefits somewhat from increased memory speeds (not counting APUs), but if you have something older there will be zero difference. Just get the cheapest RAM then.
