The problem is that as soon as internet connectivity is enabled on android every single app will try to "phone home" by connecting to their respective services.
So as soon as you fire up orbot and connect to tor, even if you set the firewall thing up to only allow the browser on tor, you'll get simultaneous connections to everything.
If your phone connects to regular web and tor at the same time from the same ip then it is suspicious.
If you configure your shit wrong then your facebook will try to connect through tor, which is even worse because whatever you are doing gets instantly linked to your real persona.

or even a laptop without tails unless you know what you are doing.

A postal address is something that an adversary will have less trouble obtaining than anything you do within the Tor network. You don't know whether the feds are already observing whoever is shipping that shit to you.
You won't get busted right away. But once they bust the distributor, your real name and real address will be on some list they collected. And if that person was responsible for shipping a lot of illegal goods, you'll have some answering to do.
If you use a PO box, however, they will have a name that is yours but no address. So if you have a generic name, there will be a lot of possible suspects. You can also have this shit sent to a city far away from where you live to make the connection even less apparent.
In the end, it's just an added layer of security and certainly much better than just giving your real address and name. Some risk will always remain since you physically get into contact with the goods at some point.
