Learn Javascript and learn a proper PHP framework like Laravel or Phalcon. You should probably get some experience with NodeJS too, while you're at it. When you've mastered those, you can start working as a freelance webdev.

Everything is worth learning because by knowing more you have more options and chances.
Since you can make anything with anything(methaphore) in today's world it all comes down to:
1)What you personally like.
2)If it is a big serious project demanding performance at scientific precision then you pick something that is better at doing some job than other thing (usually by a fractal).

Well, I started back 2000 when I was 10. Golden era for web dev. You could easily find clients on webdev forums.

Find webdev forums that has a "Marketplace" section and look for any kind of website related work there. Don't do it over-cheap and even if you do make your client think you actually charge high but you are doing him a favor or something.
Say the job you get involves fixing some javascript then do that well and make sure your client is happy. Then try suggesting him stuff like how you could help make his website fast and shit. Depends on what you do.

Take risk. If a client is asking you to do something that's beyond (not far beyond) your skills, take the job! It will force you to learn whatever it is that is beyond. I have been doing that all the time. I have spent more time working and less time learning. And you get really good experience from such risky jobs.

Yes. Java is actually quite decent for webdev. It's like a faster, memory-hugrier Go with generics. DropWizard in particular is a top-tier framework for JSON APIs.
