Also, it's interesting to note they used exclusively the highest settings possible. I wonder if there would be different results at lower levels of things such as AA, AO, etc where presumably the limiting factor isn't the GPU.

GTAV goes from 22 to 30 at 1080p maxxed out settings
It's going to depend on the game but it can make some difference for games now and it's most likely going to make more of a difference for games in the future.

While that may be the case, an increase on the low end will also means an increase on the high end side.
High end GPUs can utilize 8GB VRAM in a game at 4k and still provide good performance.
