It's not a seriously complicated thing to do. Just register a domain with an obscure tld so you can get a really short domain and then make a script that redirects according to a hashmap that's set up by a config page. you could run it on AWS for like a cent a month probably, and control it yourself.

the internet is fundamentally built on trust (to the extent that it's arguably dangerous). the only thing that makes you confident that youtube.com won't have a redirect to child porn (or child porn itself) is self-stated policies. some site takeover or who hack or whatever could fuck that all up.

tinyurl has a preview feature (i think you prepend "preview" to the url) but who's to say that they'll faithfully represent the destination? i mean they say they will, but they could be trolls.

if you need characters, you sacrifice the modicum of confidence that you get from having the full url by shortening it.
