The card does work in Win10 using 8.1 drivers but I'm afraid to push it with a game or stress test. Does anyone know if the HD7xxx series was rebadged more than once and maybe there's a legit Gigabyte driver out there that will work?
Look on AMD's site for the drivers instead of Gigabyte's.

Maybe. I didn't expect that AMD would release drivers like this. I thought only the individual manufacturers did, since their drivers would be matched to their nuances of each of their variations on a design.
