6600k here, with a Noctua NH-D15 at 4.7GHz with 1.4V, with temps spiking at 65 Celsius.

You're increasing the maximum multiplier.
If you have enabled the Intel Speed Step it won't make any difference to the idle temps.

This is running cpuZ stress, voltage is lower than I thought. Heat seems to be abnormally low? Speccy giving my about the same temp readings.

Seems like my system is glitching at 4,8GHz.
It can pass stress tests for a long period of time, but i'm having graphical artifacts. Increasing voltage doesn't help. Interesting.
