I have a amd fx-8100 and a r9 270. Should i buy a 8350, or an r9 280x? My tv is only 1360x768, but my current cpu bottlenecks the hell out of the 270.

You should go Intel on the CPU. i3-4170 plus a cheap Gigabyte H81 mobo. Don't upgrade from a shitty AMD chip to a slightly less shitty AMD chip.

the answer is obvious, you need to replace both your cpu and gpu.
I can't be bothered to check benchmarks, but unless the FX 8100 is shittier than the FX 6300 there's no way in hell an R9 270 is being bottlenecked. It's just not that powerful of a GPU in the first place.
