Do I know whether it's actually 24.7957mm long? No, because I haven't measured it to that level of precision, but I could. The same thing applies to fractions, if you can only measure something down to 1/16th of an inch then you cannot say for certain that something is 9/16ths and not 19/32nds.

Now, if we're talking about non-physical things then we can be certain that a decimal result is 100% correct.
