Could I effectively run a VPN on a Raspberry Pi 2 Model B using OpenVPN (assuming that the Pi would be used for pure VPN usage)? Since I'm a noob when it comes to VPNs, should I just learn the basics of setting up a VPN on the Raspberry Pi and then transfer that knowledge to a more powerful machine?

Yes, but there may be other, cheaper/better boards to do this with. Many of the travel/micro wireless routers are as cheap or cheaper, run openwrt, and have modern wireless and Ethernet on chip, instead of USB like the pi does. . The pi2, and even the pi, have more RAM and processing power, but it's not needed for this usage.
