Best Intel processor around 200 usd/eur?

I'm looking to build a new PC. The last time I built one was 6-7 years ago, since then I've been forced to get laptops. Until now.

If new and on a tight budget, get a 4690k and go with DDR3 memory. My suggestion is look at used prices of a Z97/i5 or i7 combo. I have an extra laying here right now.

What he is saying is regardless of the processor, you still need a motherboard capable of modifying the multipler/BCLK in order to overclock. In this case, it is the Z170 chipset for multipler OC'ing.

skylake allows for massive bclk increases compared to previous generations. most allow you to easily hit 120 - 130mhz on the bclk on non k parts. some have hit 150mhz stable.

intel unhooked a lot of shit from the bclk to make bclk overclocks more stable. intel this time around is also allowing motherboard manufacturers to allow bclk overclocks on non k motherboards. notably the gaming series from gigabyte and the like.
