Well, 2 simple reasons
>They're not GCN
They're a completely different architecture to AMD's current, and future GPU lineups. And they do not have the driver teams to develop for 5 year old GPUs and their current lineup.

Modern games have moved far enough ahead to where these cards do not perform adequately no matter the optimisations that AMD perform.
All that cards of that age are suited for now is powering a second or third monitor on an office machine.

The "stable" 15.7.1 driver they offer for windows 7 has a broken HDMI audio driver in it you have to install it from the 15.10 Beta driver they don't offer any more to get it to work and the crimson driver they put out completely breaks crossfire setups.
