Looking online, it says Windows 10 only uses 11 GB. Why the fuck do I only have 4 free? (Installed like 2 programs that may take a 1 GB max). I'd like at least 10 free, how do I free up that much space?

Disable hibernation. There will also be q backup partition.
settings -> system -> storage -> C drive
Does it say it's all being used by the System and reserved?
If it is then do a disk cleanup. It is caused by shadow copies and reserve files. You can delete them with a disk cleanup.
system32 is huge, go delete that, its just left over from windows 7

IIRC you can shrink Win10 to 9GB but that needs more effort than it's usually worth, OP might want to do some googling
