I know the difference. I regularly get 180Mb/s. I'm paying for 100 but that is what I usually get.

Now I'm capped at 33.3Mb/s which is 4MB/s.

Youtube struggles to load 240p while downloading a steam game. Can't play a game and stream music at the same time.

Oh and this is just my computer, what about the other two guys that are trying to download, watch, or play things at the same time?

This doesn't sound like throttling at all, it sounds like your network equipment is having a hard time keeping up.

That speedtest was just taken, Netflix is streaming on one TV, I was streaming crunchyroll, and browsing /g/ with no problem.

My internet connection is also completely wireless. It's a Verizon LTE connection. My network is properly configured and all of my equipment is operating as it should.

My connection is much slower, and I'm not having issues similar to you. Troubleshoot your equipment, don't blame your ISP.

With that being said, look at my screenshot. Look at my connection speed, and think about the fact that there are two devices streaming video, while another surfs the Web. My ping is still normal for my connection, and nothing is stuttering.

Even if you're being throttled, there is something else wrong.

Also, 33mb/s isn't unacceptable. You pay for up to 100mb/s, you aren't allocated a specific amount of bandwidth.

Have you tried connecting a PC directly to the modem your ISP provided? Do that, and run some tests. That'll tell you whether the problem is occurring before or after you're router.
