Assuming you are a person of normal intellect I think you should be able to learn it though. Most of the difficulty is in the beginning when you're intimidated by all these foreign seeming concepts and code that seems way more complex than it really is. Once you get over that hump it gets a lot easier.

Programming is then just the tool to implement the idea and amounts to nothing more than basic literacy. Anyone can learn to write, but few people have what it takes to become a bestselling author.

No, if the person willing to try and understand the concepts and they aren't mentally impaired. Even if they are slightly mentally impaired, I'm pretty sure they can do some programming, maybe not complex shit but maybe basic GUI programs and web development (I'm not trying to insult anyone with those two previous statements). If a person don't want to bother with it, then yeah they are to stupid to program.
Basically, stupidity is a function of both capability and willingness. If you're willing and not that capable, you're not stupid. If you're capable but not willing, you're stupid. If you have both, good for you. This applies to basically every aspect of life.

Math has the shortcuts, and has an easy off hand style, so to speak. Optimization at compile time maybe levy this difference but ultimately it can only make up for only so many bad design choices.
