That's not the problem, it's the disgusting artifacts caused by non-integer ratio nearest neighbor scaling. I can't understand how somebody concerned enough in image quality to care about waifu2x would think posting that shit is acceptable.

Open image in gimp, Menu -> File -> Export As -> rename to <name>.jpeg -> Press Save -> Set Quality accordingly, 10 is probably what you want.
